It’s really just a Safari shortcut. If you save it to your home screen on an iPhone or iPad, it looks like an app.

You can do it on Android as well. I’m running Lollipop on my phone and have an Oppo app. If you’re using Chrome as your browser, use the drop down menu and select “Add to Home screen.” It should work!
